The project was proposed by the Sheikhs of Abu Dhabi and Dubai to <a title=\"Zayed bin Sultan Al Nahyan\" href=\"http:\/\/en.wikipedia.org\/wiki\/Zayed_bin_Sultan_Al_Nahyan\">Sheikh Zayed<\/a>. In 1971, the project was approved and construction began. The highway was completed in 1980. The highway starts near <a title=\"Maqta Bridge (page does not exist)\" href=\"http:\/\/en.wikipedia.org\/w\/index.php?title=Maqta_Bridge&amp;action=edit&amp;redlink=1\">Maqta Bridge<\/a> in Abu Dhabi and becomes <a title=\"Sheikh Zayed Road\" href=\"http:\/\/en.wikipedia.org\/wiki\/Sheikh_Zayed_Road\">Sheikh Zayed Road<\/a> in Dubai<\/p>\n<p>In Dubai, E 11 is known as &#8220;Sheikh Zayed Road&#8221;.
